@angristan Looking at the TTL for 22.214.171.124, those packets are not even reaching past your router.
My guess is that your router has some sort of internal misconfiguration or manual route to 126.96.36.199 going nowhere. 188.8.131.52 is sometimes used as some sort of placeholder, which may disrupt traffic that should go to that IP.
