I think it's both a systemd and an OpenSSH issue.
At startup, systemd need entropy, OpenSSH (probably) need entropy too.
On some fast machines with SSD (I saw this in the past) there was not enough entropy generated quickly at startup, so the system is way longer to boot than normal.
