CB is AM or SSB; the Baofengs are FM, so they don't talk to CB. but, in the USA they can talk to ham VHF+UHF, not-quite-legally to GMRS (with a $35 license which covers your whole family for 10 years), and illegally to MURS, FRS, FM business radios, and marine VHF.
in practice, nobody gives a shit that people use Baofengs on bands they aren't certified for as long as you're polite.
