When my friends said "Nice to meet you!" to foreigner, he was told that the phrase isn't used in the present era. Is it really?

That phrase is used all the time,
it's not antiquated. (I'm a native English speaker.)

If you meet someone you look up to or admire, or if you are in a business meeting, you should say "It's nice to meet you" or "Pleased to meet you"

If someone is your friend, then you have probably already met them!
(Unless they're an online friend, then you might still say it the first time you meet offline ☺)
